The United Kingdom and France to Deploy Troops to Ukraine in the event that a Peace Deal is Reached

The UK and France have inked a memorandum of understanding concerning the stationing of armed personnel in the nation in the event a peace agreement be concluded with Moscow, the UK Prime Minister, Starmer, has stated.

Subsequent to discussions with Ukraine's allies in Paris, he indicated that the UK and France would "set up defense centers throughout Ukraine and construct secure facilities for military hardware and equipment" to prevent any potential incursion.

The coalition members also proposed that the US would take the lead in overseeing a truce.

Russia has consistently cautioned that any external forces in Ukraine would be considered a "legitimate target", but has as yet not commented on this recent declaration.

Context and Ongoing War

Russian President Vladimir Putin began a major offensive of Ukraine in early 2022, and Russian forces at this time holds roughly 20% of the country's land.

"This constitutes a crucial element of our commitment to be alongside Ukraine for the long-term," remarked the UK Prime Minister.

Top officials and high-ranking officials from the "Partner Group" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, Starmer further said: "It paves the way for the operational parameters under which allied and coalition forces could function on Ukraine's territory, protecting Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the time to come."

Defense Assurances and Diplomatic Positions

Senior US negotiator Steve Witkoff remarked that "long-term safety pledges and robust economic promises are essential to a lasting peace" in Ukraine – alluding to a central requirement made by the Ukrainian government.

He noted the partner nations had "substantially agreed on" their work on agreeing such pledges "in order that the people of Ukraine know that when this hostilities ends, it ends permanently."

The former US envoy, US President Donald Trump's special envoy, also took part in the negotiations.

At the same time, French President Emmanuel Macron said that Ukraine's supporters had made "significant headway" at the negotiations.

He noted that "strong" defense assurances for Kyiv had been settled upon in the case of a possible truce.

Ukrainian President Volodymyr Zelensky commented that a "significant step forward" had been made in the negotiations, but cautioned that he would only consider efforts to be "sufficient" if they culminated in the conclusion of the war.

Earlier, he suggested a settlement was "largely prepared". Agreeing on the outstanding 10% would "determine the future of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the forefront of unresolved issues for negotiators.
  • Putin has consistently stated that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas or Russia will take control, refusing any middle ground over how to conclude the war.
  • Zelensky has thus far ruled out surrendering any territory, but has floated the idea that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia follows suit.

Moscow presently occupies approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The pair of oblasts form the area of Donbas.
